CDC Meeting Minutes 01/8/2004
A warm welcome back from the Holidays and the long break.  

The majority of the discussion during this months meeting centered on business and organizational type items.  The outcome of the dialogue was that the Executive Committee would meet separately and discuss the following items 1-4 (listed below).  The Executive Committee will report back with feedback and action items discuss with the entire Committee.

1.  Subcommittee Reorganization:

A.      Environment and Water Subcommittee:  This subcommittee is now officially the Environmental Conservation Commission.  The Commission will delegate a member (or two) to represent themselves at our meetings as a voting member of the CDC.
B.      Streetscape:  This Subcommittee will be disbanded.  Tom Jackson will coordinate the closing of the Sidewalk grant.
C.      Housing:  A new subcommittee will be forming to work on the issue of low cost and elderly housing.  
D.      Arts and Culture:  Anne Osmond, the new Chair of the Marbletown Arts Association, will represent the MAA at the CDC meetings in lieu of Bruce Littlefield.

2.  Membership:

A.      It was agreed upon that a wider spread of the Towns population should be represented in the CDC.  This would include Youth, Seniors and School District employees.  This would happen at the Subcommittee level, and discussion will ensue as to how this is to be manifested.

3.  Bylaws Review:


A.      Tom will lead a discussion to review the bylaws.  No sweeping changes are expected.  A suggestion was made to review the bylaws annually.

4.  Goals:


A.      Prioritization of topics:  The Exec. Committee will review our list of topics and outline a plan for attainable goals for the next year.  Perhaps we have too much on our plate?  We all know that Passion in a Topic breed Interest and Excitement!
B.      Town Survey:  One idea for attaining more town representation would be another door to door survey.  The 50 task items on our to do list could be used as part of the seed for this survey.  Many members were in favor of again using a consultant (the cost of which is expected to be +/- $5,000.)  Barry Warren (excuse the spelling if incorrect) is on the list to be contacted.  He had helped with the initial Survey.  The Planning and Zoning Commission as well as the Town Board will be consulted prior to conducting any Town-wide survey.
C.      Visioning:  Tom suggested that strong ties be maintained between the CDC and the Planning and Zoning Commission (PZC).  Vin has agreed to be the liaison between the two groups.  
D.      Website:  Tom made a plea for all CDC members to get familiar with the Website.  More specifically the Website Action pages.  
E.      Guest Speakers:  The Exec. Committee will brainstorm on this.  Any suggestions are very welcome.




Subcommittee reports:

A.~ Environmental/water
Jenn Cairo reported as follows:
~~~ - the hydro-geologist and the subcommittee/commission have a worked out an action plan.
~~~ - they have completed a first draft of their bylaws.
~~~ - Priority work areas for the coming year are:
~~~~~ 1. Environment & the MPlan
~~~~~ 2. Environmental education and outreach
~~~~~ 3. Open space planning
~~~~~ 4. Light polution
~~~~~ 5. agricultural issues
~~~~~ 6. New members - the commission currently has six  members, the ideal would be eight or nine.~ There will be an article in the Blue Stone Press that should generate some interest.~ Ideas for new members would be welcomed.
~~ - Meetings are the third wed. of the month at 7:30 at Town  Hall, next meeting is 1/21.

B. Trails:~ No report, but there was some discussion of the beaver problem on the trail.

C. Community Participation:  Brookes report is as follows:
-       The subcommittee will bring the Fire/Emergency Medical Party idea to the Friends of the Marbletown Community Center at their next meeting (expected to be 1/28 at 7:15 pm).  Lou Cardinale is invited to attend.
-       Forum Ideas were presented:  
1.      Tax Teach-In to present where the money is spent in a non-partisan format.  What is mandated by law?  And How can we change the mandates?  Invite the Tax Assessor, Ulster Cty Rural Property, State Legislators, School Board.  Perhaps the connection to the State Lottery can be discussed, as well as defining the special districts.
2.      Affordable Housing
3.      Megans Law
4.      Health Care Insurance Issues

D. Public Safety:
-       Vin and Lou have been corresponding to work out the text for the newspaper, radio and billboard public relations push for new membership.  The Bluestone Press will give a free add.  Karen has offered to do the graphics.




The meeting adjourned at 9:57pm

A guest speaker has been invited to the February meeting to provide a tutorial session for the website.
