Marbletown Community Development Committee
Meeting February 13, 2003 at Marbletown Town Hall
In attendance: Carl Pezzino, Tom Jackson, Roger Wells, Mary Ranges,
Dan Gagnon, Fabia Wargin, Brooke Pickering Cole, Lou Cardinale, Amy
Moses, Bruce Davenport, Steve Rice, Karen Williams.
Guests: Maggie Colan, Barbara Esmark, Jenn Cairo, Judith Gustafson, Steve Wood, Wayne Beckerman, Andy Lutz.
The meeting was called to order at 7:12pm.
I. Introduction and Misc.
A. Carl explained the re-working of the subcommittee list, with the following details:
1. The list will go to the Town Board for approval, this includes
current and some new CDC members.
2. Carl reminded everyone that subcommittees will need to keep
in touch with one another.
3. Amy M. suggested that work in progress by previous subcommittees not be forgotten.
B. Next CDC Meeting (3/13): Guest presentation by Scenic Byway.
II. Subcommittee reviews and related Town updates:
Carl reviewed the work items and members designated for each subcommittee. Tom gave updates on a number of related issues:
A. Open Space:
Fabia Wargin Chair; Bruce Davenport.
PDR funds may be thin as a result of recent NYS budget cuts.
Planning & Zoning has adopted an open space plan, next step is to
create an implementation plan for a PDR initiative. This will be
subject to a bond and public hearing. Federal funds should be explored.
B. Environment and Water:
Barbara Esmark Chair; Maggie Colan, Jennifer Cairo.
Carl explained that the main concern is survey of water resources
and aquifer protection. Tom reported on a grant application in the
works (Catskill Watershed dollars) to acquire funds for a survey and
creation of a zoning overlay district to control growth/protect water
quality.
C. Parks and Recreation
Jim Economos Chair; Steve Rice; Eunice Shumalski.
This has been broadened. Jim Economos will chair but Steve Rice is
still in charge of Trails. The $160,000 grant for the trail loop is a
major project that will take some time.

D. Economic Development:
Dan Gagnon Chair; Roger Wells; Sue Benz; Karen Williams.
Big project will be the Visitor Center. Tom reported that Dave
Sheeley has been appointed Capital Projects Manager. The Town and MBA
will refurbish the building in partnership.
E. Public Safety
Lou Cardinale Chair; Steve Wood; Tom Jackson.
- Lou C. explained that the cross-walk at the Community Center will probably be painted this summer. DOT will review the Yield sign and will probably change it to a Stop. Other top goal is further cooperation between Marbletowns fire departments & emergency services.
- Tom J. reported on the Leggett Road Association efforts with DOT and traffic calming.
F. Streetscape:
Tom Jackson Chair; Doug Wolf; Amy Moses; Marshall Borris.
Tom explained importance of the subcommittee and the Town working together on the 209 DOT project.
G. Arts and Culture:
Bruce Littlefield Chair; Lester Cohen; Bob Mitchell.
Mary R. suggested that this subcommittee connect with the SR
Librarys new friends group and the Friends of the Community Center.
H. Community Participation:
Andy Lutz Chair; Mary Ranges; Brooke Pickering Cole.
This group will help with the Web Based Plan (Town Board meeting will discuss 3/5/03 at 7:30pm).
Mary R. reported that the Friends of the Community Center will sponsor a forum on Casino Gambling on March 24th.
I. Misc.
1. Affordable Housing
All agreed this should be addressed in the future. Amy M. suggested a CDC brainstorming session.
2. Tax Reform
The Town is considering a tax reform task force. Much attention is already being focused on this including the Towns lawsuit.
The meeting adjourned at 8:20 for subcommittee members to break out into small groups for discussion.
