MEETING OF THE COMMUNITY DEVELOPMENT COMMITTEE

CDC members present: Carl Pezzino, Roger Wells, Tom Jackson, Susan

The meeting was called to order by Carl Pezzino at 7:05pm
Guest presentation: Bob Matson, geologist
Mr.
Watson gave an overview of the geology of the region. He showed the
Adirondack Mountains and Hudson Highlands geologic map and explained
the layers of rock and their characteristics. He further explained the
following:
Cave formation sinkholes, and the effect of withdrawing water from caves.
He described how water behaves in combination with limestone.
He discussed three types of water tables.
In response to CDC members questions, he discussed water problems and
differences in water levels from one area of Marbletown to another.
The knowledge level of drillers was mentioned, fracturing of
limestone, well screens, and the effect of individual wells on others.
Need for survey: all agreed that the only way to answer all questions
and problems relating to Marbletown water issues is a study in which
surface and subsurface water would be mapped.
The feasibility of tapping into the aqueduct for Stone Ridge must also
be studied. (See infrastructure subcommittee report below).
Bob Matson suggested two possible resources re. conducting studies:
Dan Coates (sp?) a retired geologist from SUNY Binghamton.
Steve Shimrage (sp?) teaches geology at UCCC.
Tri-Centennial
A meeting will be held at the Community Center on March 23rd to plan for the Tri-centennial. All are invited.
Subcommittee Reports
Community Center:
Dave W. reported as follows:
The open house will be on April 6th, it will be announced in the Blue Stone.
Mary Ranges is sending out invitations.
The interior is finished, volunteers are needed for siding and trimming.
The flagpole is due in a week and someone will be needed to install it.
A deeper well will be drilled this launched a discussion of different drilling options and potential drilling depths.

Mary R. said that they are planning fundraisers, including a yard sale.
The design of the Community Center T-shirt was discussed.
Arts and Culture:
Bruce L. reported as follows:
The tiles will be put up at the community center soon.
The MAA is giving away $4000 in scholarships this year.
A workshop is planned for artists on presenting themselves to colleges.
A tri-centennial project is in the works.
Economic:
Karen W. reported that Chester Straub of the Economic Development Corp. will be speaking at Town Hall.
Infrastructure:
Marshall B. reported as follows:
The subcommittee has reviewed the plans for the Historic District. They
are planning a major meeting on the plan for May and hope to have a
display at the Library Fair.
Marshall brought up the issue of tapping into the aqueduct in order to
solve water shortages. This was discussed with the following highlights:
Tom Jackson explained some of the cost issues involved (e.g. town
water
is only charged to users cost could be high he cited costs in High
Falls which are aided by superfund dollars). Grant money should be
pursued for study costs.
Roger
W. suggested increasing the zoning from one acre around Stone Ridge as
a way of decreasing usage. A discussion of business vs. residential
water usage followed.
Water Subcommittee: all agreed that a subcommittee on water should be formed. Anyone interested should be in touch with Carl.
Lou C. followed up on an idea for new signs at entrance points to
Marbletown. The State and County want letters of intention with the
design and locations. Bruce L. said he would handle the design project.
E. Natural Resources
1.
Bruce D. and Fabia W. initiated a lengthy discussion of their
application to the Glynwood Centers Smart Agriculture pilot program.
They asked for guidance re. the application which has an imminent
deadline. The following was discussed:
The programs possible benefits and potential lack thereof were discussed.

Program cost: the $25,000 fee is apparently negotiable. It was agreed
that $5000 should be offered on the application. A number of fund
raising ideas were suggested and discussed by Committee members. The
possibility of the Town helping with funds was addressed.
F. Trails
Steve Rice reported as follows:
Events: May 24th - The Taming of the Trail.
June 1st - National Trails Day.
The 213 trail leg has been the focus. An easement has been signed by the owners of the train station.
Pictures have been submitted for the National Parks Service trail brochure.
The ATV problem continues to be out of hand. Possible solutions were
discussed including the following: ticketing, better signage, shaping
better laws, cameras, discussions with other towns.
Carl encouraged CDC members to get out on the trail.
G. Emergency Services
Lou C. reported that the Emergency Services subcommittee will meet
this coming week.
