Marbletown Community Development Committee
Meeting April 2, 2003 at the Marbletown Community Center
A joint Town Board and CDC meeting. The attendance listed below
reflects those present for the CDC meeting which followed the Town
Board meeting.
CDC members in attendance: Carl Pezzino, Tom Jackson, Roger Wells,
Mary Ranges, Dan Gagnon, Brooke Pickering Cole, Lou Cardinale, Bruce
Davenport, Steve Rice, Eunice Shumalski, Susan Benz, Bob Mitchell, Doug
Wolf, Jim Economos, Maggie Colan, Barbara Esmark, Andy Lutz, Tim
Sweeney.
Others in attendance: Wayne Beckerman, Claus Kinder, Laurel Sweeney,
Mark McLean, Melissa Everett, Pandora Faus, Kathy Cairo Davis, Jim
Terwilliger.
I. Town Board Meeting: Minutes were taken by the Town Board for this portion of the meeting. Highlights as follows:
A. Scenic Byway Presentation
Al Wegner gave a slide presentation and update on Scenic Byway project.
B. Visitor Center Slide Presentation by Dan Gagnon, with handout.
Dan
presented the plan drawn up by the Visitor Center Team for the Visitors
Information and Cultural Center next door to the Community Center, a
partnership project between the MBA and the Town.
C. Creation
of new position at Town Hall Tom J. described the idea of creating an
expanded part-time position - Secretary of Planning & Zoning with
added website hours & other clerical responsibilities.
The Town Board meeting was adjourned and the CDC meeting called to order by Carl Pezzino at 8:30pm.
II. CDC Meeting Subcommittee Reports
A. Community Participation
1. Casino Gambling Forum: Mary reported on the March 30th Gambling
panel discussion.
2. Evaluation of communications. Carl explained the need to review the
comprehensive plan website proposal as part of a town-wide
communications evaluation. A discussion of the most appropriate and
efficient way to accomplish this followed. It was agreed that the
subcommittee would call a meeting to follow through on the website
discussion ASAP.
B. Open Space
Bruce Davenport reported as follows:
1. A meeting is planned with experts to present information on various
tools for preserving open space, e.g. transfer of development rights.
2. The Rondout Valley Growers held their first annual meeting.

C. Traffic and Safety:
Lou Cardinale reported as follows:
1. Yield signs have been replaced with Stop signs at both North Mountain Road and Leggett Road.
2. A cross-walk is probably planned at the Community Center. A discussion of different types of crosswalks and signage followed.
Bob M. suggested another crosswalk on rt. 209 at the Stone Ridge P.O.
3. Tom J. reported on the Leggett road association. They are asking for
help from the Town Board. DOT is planning further evaluation of
speeding and extent of commercial traffic.
D. Environment and Water:
Barbara Esmark reported that the subcommittee is planning an Aquifer Protection Planning Public Forum for Tuesday, April 29th at
Town Hall at 7pm. Dr. Beinkafner, hydrologist, will present
information on aquifer protection with a question & answer session
on water issues. A questionnaire may also be drawn up. Barbara
displayed the poster/flyer for the event.
E. Parks and Recreation
Jim
Economos reported that the subcommittee will meet soon. Sandy Damon
has joined the subcommittee. Jim Terwilliger is TB liaison.
F. Trails
Tom J. reported that the T-21 Grant plan is under way. Meetings are planned with Glen Gidaly and DOT people.
G. Streetscape
Tom
reported that they are meeting with Dan Shuster, hoping to meet with
DOT, and will be developing a questionnaire for 209 residents. Mary R.
mentioned that the SR Library has expressed interest in being involved
with the streetscape planning.
H. Arts and Culture
Carl P. reported for Bruce Littlefield as follows:
- Scholarship applications are going out next week, and a workshop on
preparing artist portfolios is planned.
- The mentor program may be extended to include HS students.
- Marbletown artists will be represented at Crafts at Rhinebeck in June.
- Teaser: Illumination 2003 will feature a world renowned musician.

I. Tri-centennial:
Laurel Sweeney reported as follows:
- April 3d, Gary Tinterow will speak at the Community Center.
- April 12th Our Town staged reading at the Marbletown Reformed
Church.
- May 18th Marbletown artists exhibit at the Community Center.
- July 26th Marbletowns 300th birthday party in Tongore Park.
J. Misc.
Tom J. announced a Growing Greener: Putting Conservation into Local Plans and Ordinances forum will take place on April 23rd at 7:30pm at SUNY New Paltz. Admission is free.
