CDC Meeting Minutes 06/13/2002
MEETING OF THE COMMUNITY DEVELOPMENT COMMITTEE
Thursday, June 13th, 2002, Marbletown Town Hall
Present: Carl Pezzino, Roger Wells, Tom Jackson, Mary Ranges, Amy Moses, Karen Williams, Brooke Pickering, Dan Gagnon, Lester Cohen, Steve Rice, Lou Cardinale, Eunice Shumalski, Fabia Wargin, Bruce Davenport, Rev. Bob Mitchell, Bruce Littlefield, Bruce Davenport.
Guests: Dan Shuster, Chad Brown and Ben Brown of Hudson Pacific Designs Inc., Jim Abbott (Blue Stone Press), Bonnie Cooper.
The meeting was called to order by Carl Pezzino at 7:30pm
I. Stone Ridge and High Falls Streetscape Plans Presentation A. Dan Shuster presented the drawings for Stone Ridge and High Falls which the committee had had the opportunity to review before the meeting was officially opened. He explained the following about the maps:
- Overall concept: SR plan encompasses Rt. 209 from Rt. 213 East to Cottekill Rd., in anticipation of DOT 209 re-paving scheduled for 2006. High Falls plans were drawn up so as to complete the vision and be ready for future projects and/or grant opportunities should they arise.
- Purpose and focus: The more formal treatment (i.e. curbs, sidewalks, landscaping etc.) was reserved for the more dense area between Hasbrouck House and FTS. Less formal treatment in outer areas. Purpose of sidewalks and curbing is to give unity to the center of town, enhance landscaping, and provide functional areas for the encouragement of pedestrian traffic.
- Town Hall Depictions: Dan S. explained the two variations on plans for improvements to Town Hall. This building could be used as a prototype for improved fronts/entrances in town. Improvements include sidewalk, expanded parking barrier, and additional landscaping to define entrance and exit. Overall goal is a more attractive and more user friendly front.
- Ben Brown described the idea closing up some of the entrances and exits where adjacent parking lots exist behind multiple buildings. Parking lots could be opened up and shared with fewer entrances and exits. This would ease traffic flow and create more continuous sidewalks.
B. Questions and Discussion:
The following questions were raised and discussed:
1. Power lines. Dan S. explained that buried power lines would be an objective but the mechanics of power lines have yet to be addressed.
2. Expenses: Dan S. explained that the objective would be to get DOT to
cover all possible costs including curbs, sidewalks, rebuilding of roads.
3. Road widening: Dan S. felt that DOT attitudes have improved and that the goal of maintaining historic district plus minimizing friction from side traffic would be sufficient in encouraging them not to widen the road.
4. Bike path: It was generally understood that there would not be sufficient room to include a bike path in the center of town.
5. Traffic light: The need for a traffic light at 213 West and 209 was
generally agreed upon. Various types of lights and ways of getting one
from DOT were discussed. The idea of a turn signal out of the parking lot
across from 213 (video store/antiques store) was suggested. Dan S.
offered to include such a traffic light in future streetscape drawings.
6. Water lines: Water lines have not been included in plans, but they could be
requested from DOT (although this may not be realistic).
7. Lighting: Street lights have not been drawn into the plans. Central
Hudson offers different types of poles for purchase or lease.
8. Trails: Carl P. suggested creating a large overview map which would show
streetscapes of both hamlets plus planned trails to show inter-connection.
C. Rt. 209 property owners.
1. Main issues are: Land acquisition, sidewalk maintenance (individual owner, town, or special tax district?) and liability.
2. Meeting/Presentation: The appropriate tone and procedures for gaining property owners input were discussed.
a. Dan S. will put together a sidewalk maintenance summary, to include approximate costs of tax district and town maintenance options.
b. A letter will be drafted and mailed (from the Infrastructure
Subcommittee of the CDC) which will define the project and invite
property owners to a meeting.
c. July 23rd was suggested as a meeting date.
d. Roger W. agreed to organize the meeting with the help of Lou C.
II. Miscellaneous Tom Jackson made the following announcements:
A. Marbletown and Rosendale have received a grant from the Hudson River Valley Greenway for planning the Rondout access trail which will connect the O&W rail trail with the Wallkill Valley rail trail.
B. A second Future of Marbletown visioning is planned for the Fall. Helen Budrock will facilitate. Volunteers are needed. Carl P. agreed to help.
C. Tom will receive the Catskill Center for Conservation and Developments annual Local Leadership Award. Tom explained that Marbletown is getting noticed. He acknowledged major role of Planning & Zoning and CDC.
