Meeting September 11, 2003 at Marbletown Town Hall
In attendance: Carl Pezzino, Tom Jackson, Fabia Wargin, Brooke
Pickering Cole, Lou Cardinale, Amy Moses, Steve Rice, Maggie Cohan,
Jenn Cairo, Steve Wood, Andy Lutz, Jim Economos, Doug Wolf, Bruce
Littlefield, Steve McDonald. Guest: Chris Gilliland.
The meeting was called to order at 7:07pm, beginning with a moment of silence to commemorate the anniversary of 9/11.
I. Tri-centennial Committee Report
Chris Gilliland reported on activities as follows:
- Joint UCCC and Marbletown Tricentennial Picnic, Concert and
Fireworks, Sat. September 13, beginning at 5pm. local businesses have
made donations including Ulster Savings, MBA and Emmanuels.
- More lectures in the Fall, plus a Tri-centennial Gala in December.
II. Subcommittee Reports
A. Community Participation:
1. Website:
Brooke reported that the committee spent the summer working on the
development of the Town site which is close to being up and running
(October 1st is target date). The website includes a
customized home page, plus features such as downloadable forms. Tom J.
explained the General Code Publishers feature which will produce an
on-line searchable code.
2. Town Newsletter: Brooke reported on her and Mary Rs
June meeting in which they discussed the viability of a
Town newsletter. Problem of newsletter relationship
with website was discussed. It was suggested that the CP
subcommittee meet with SR Library website committee.
3. Meet the Candidates: Late October at the Comm. Center.
4. Community Center Program: A forum on dangerous teen trends will be offered on November 12th 7pm for parents.

B. Environment and Water:
Jenn Cairo reported as follows:
- The grant for the aquifer study was awarded and Dr. B. has
started work on the hydro-geological analysis of the town.
- Barb Dibler(sp?) is a new subcommittee member gathering data.
- The subcommittee is joining the NYSGIS database.
- The subcommittee is still looking for new members.
- Forum attendees will receive an update letter.
- Jen is now the Marbletown rep for the UC Environmental
Management Council.
C. Parks and Recreation:
1. Trails: Steve reported as follows:
- Trail clean up day, Saturday, Sept. 27th, rain date is Oct. 2nd.
- Eagle Scout projects: bridge in High Falls has been replaced
and the Leggett Rd. trail head picnic grounds is done.
- Yield signs were donated by Worldcom.
- Feldman Property issues: Steve explained the issues associated
with the Feldman barn - fencing, public access etc. Tom J.
explained that Town ownership of that portion of the trail is
unlikely, but perhaps this could be added to the grant
application. Other ideas such as incorporation were suggested.
- A second problem area where there is flooding due to beaver
activity was discussed. Tom suggested contacting the regional
director of State Parks.
2. Park improvements:
- Picnic tables have been scraped and painted, grills cleaned,
rocks cleared and horseshoe pits replaced. Ball fields -
softball and baseball little league fields will be created. Dave
S. will cut path for the walking trail. Town will give ground
cover, labor from sponsorship or volunteers, or grant.
- Other Boy scout projects include a successful food pantry clean
and fundraiser, D& H canal trail clean up/improvements.
D. Emergency Services
Lou C. reported as follows:
- Meeting of Fire Chiefs happened in July. Discussions included
training coop, fuel purchasing, and Steve Wood volunteered to
help members with stress management.
- Advertising for new members is needed. Ideas were discussed.
- Tom J. suggested a community volunteer recognition day. The
Blue Stone Press was also cited as a good recruitment vehicle.
- Steve W. reported that the Leggett Road Association is working
on making the road officially more pedestrian friendly. It was
suggested that he talk to Steve Rice re. trail tie-in.
E. Streetscape
Tom reported as follows:
- The grant process should wrap up and the plan put on record.
- SR project still on DOT 2006 calendar but all expect a delay.
- The Subcommittee will check with State if project still on before
contacting 209 residents again.
- Bruce L. mentioned getting 209 residents on the committee.
F. Open Space
Fabia reported as follows:
- RV Growers brochures are out. There are 31 members.
There will be a new print run in the spring. Pros & cons of
mailings were discussed.
- RV Growers had a booth at the Rochester Tri-centennial and at the Family Farm Festival.
- Barn Dance benefit on Saturday September 13th.
- A non-grower membership option is being considered.
- Preservation fund for Marbletown is a priority. Getting real estate businesses to help was suggested.
G. Arts and Culture:
- Scholarship performances were great.
- Over 200 people attended Illumination in August.
- Art Harvest is October 11 and 12th. Friday night opening
reception for art show, open studio tours, workshops, crafts
projects for kids, cabaret on Sat. night etc.
- Welcome to Marbletown Sign: Bruce asked about the process
for deciding materials and wording. Signs would be placed at
213 and 209 borders.
- Lou c. will find out about getting a High Falls directional sign at
209/213 east (current sign just says Rosendale).
H. Economic:
- Most of subcommittee absent in order to attend Visitor Center
fundraiser.
- Carl reported that the committee met with Dave S. to discuss
opening of interior space in the visitor center. This will be
expensive. Minor changes are being considered as a result.
III. Misc.
CDC
Chair: Carl explained that his second two-year term will be up at the
end of the year. CDC needs a new chair and possibly a new vice
president and secretary. A nominating committee should be created and
the by-laws checked for rules pertaining to officers.
The next CDC meeting is Thursday, October 9th.
