Thursday, September 12th, 2002, Marbletown Town Hall
Present: Carl Pezzino, Roger Wells, Tom Jackson, Brooke Pickering, Steve Rice,
Sue Benz, Jim Economos, Amy Moses, Fabia Wargin, Bob Mitchell, Mary
Ranges, Karen Williams. Guest: Helen Budrock (Catskill Center).
The meeting was called to order by Carl Pezzino at 7:12pm
A moment of silence in remembrance of September 11, 2001 was observed.
I. Ad Hoc Procedures Subcommittee report Jim Economos presented the
recommendations of the ad hoc committee that met to review CDC
procedures and issues pertaining to protocol.
The following items were discussed:
A. Roll calls:
B. Mary Ranges suggested that opposing views or arguments be included
in CDC letters of recommendation to the Town Board. It was reiterated
that a vote would be called when there appeared to be disparate views,
and that opposing arguments would be reflected in the minutes.
C. CDC Minutes: Karen W. reported that the 2002 minutes will be available on Marbletown.net as of September 13th.
D. Formal status of subcommittees:
1. The difficulty in applying for grants was discussed in terms of the
Farm Preservation Task Force. The possibility of the Farm Talk Force
applying for their own non-profit status was examined. Carl P. also
suggested looking into joining forces as part of a larger existing
group or consortium, e.g. Shellbark.
2. Steve R. suggested a workshop be offered by the MBA on the process of becoming a not-for-profit.
3. Mary R. emphasized the need for a CDC letterhead.
E. CDC Membership: An updated list of CDC members was passed out and
approved with one change. Bob Mitchell will be added to the Arts &
Culture Subcommittee.
II. Future of Marbletown Workshop Helen Budrock of the Catskill Center
gave a brief run-down of the workshop agenda. She explained that the
format would be the same as in 2000 (process goes from vision
statement, to inventory by topics, to ideas & projects to
prioritizing), with some adjustments and updates.
A. Workshop #1: Helen passed out the agenda and described the vision
and report card exercises. Re. the Community Report Card segment:
- Representatives from CDC subcommittees will give brief reports on projects and accomplishments.
- The time frame will be extended to 45 minutes.
B. Focus Groups
Helen passed out list of suggested focus groups. The following changes were made:
1. Arts and Culture: Tom J. will call Bruce Littlefield about content.
Tricentennial and historic preservation should be added to this group.
2. Community Beautification: Add tree replacement here.
3. Community Center/Human Service Programs: Add volunteer
opportunities, tricentennial and town information/communication
(newsletter) here. Eliminate historic preservation from this list.
4. Comprehensive Plan: This should be re-named Planning and Zoning
Add comprehensive plan, website, and housing to this list.
5. Economic Development: Dan G. should create a list for this. Add information/visitor center here.
6. Environment & Natural Resources: Add water and trails to this list.
7. Farm Preservation: Content can be: strengthening of agriculture based economy, financial viability of farms.
8. Infrastructure: Add pedestrian traffic & alternate transportation, speed limit.
9. Public Emergency Service: This may not be a viable focus group at this time.
10.Recreation: Add trails, winter recreation, facilities, and hiking groups.
11.Community Awareness / Communication: this could be a separate focus
group or could be dealt with across the board in each group.
Subcommittees should choose facilitators and get back to Carl.
C. Misc. discussion:
- Sue Benz brought up the workshop as an opportunity to recruit
volunteers in the community. Volunteer sign up sheets and volunteer
opportunity sheets with organizations contact numbers were both
suggested.
- Publicity: Carl will contact Tim Sweeney re. publicity mailings etc. Amy M. will help.
- Amy M. suggested videotaping the workshop
III. Streetscape Meeting:
Roger read the letter inviting rt. 209 residents & property owners to the 10/1
streetscape meeting. A brief discussion of the upcoming meeting followed.
