CDC Minutes 10/14/04

I. Guest Report:
A. Howard from the Sparrow Hawk B&B presented an update on the Chamber Arts Festival:
a. There have been several successful music fundraiser events thus far.
b. 40% of the funds have been raised for the main event.
c. Upcoming event is the Waltz evening at Mohonk. Hes enlisting help in making phone calls regarding the Waltz eve.
II. CDC Re-organization:
1. The
sub committees as they stand now will be disbanded. Ad-Hoc committees
will now be formed on an as needed basis to see projects through. Of
course projects in process will continue (for example the High School
volunteer recruitment project shared by Steve Wood and Lou Cardinale and the proposed Emergency Services Training Facility).
2. The
CDC member list was reviewed and amended prior to the meeting with the
executive committee. The list was further reviewed during the meeting.
A copy will be sent to all members.
3. Brooke shared the following four project ideas. An open discussion followed:
a. Town-wide Survey: The
last survey was 7 years ago (1997) when every third house was surveyed.
The goal of the survey, per Vin, would be to verify what people are
thinking about many issues such as development, open space and tax
issues as the town is in a period of transition and it would help to
know the constituents opinions prior to creating legislation. It was
agreed that this survey could also be an information-gathering tool for
demographics and capitol improvements. Vin mentioned several contacts:
Ted Fink from Rhinebeck (who was involved in the Green Plan),
SUNY New Paltz, Quinnipiac College, Marrist College, Tom Jackson and
the Conway
School grad students. Andy reminded us that the Library has a Mid
Hudson Survey and Carl said theres a County Housing Survey we may be
able to draw from.
b. Trails:
The Trails work is ongoing. Current and short-term future projects
include: Right-of-ways to extend the Leggett Trail to close out the
grant, town ownership of the trail from Leggett Road South, general
improvement of trails and the bridge at Rest Plaus Road. Brooke and
Carl felt it is important for this committee to also look at the
management of the trails and $ spent on trail maintenance.
c. Affordable Housing:
It was stated that it is important to begin with researching this
subject to get us educated on what OUR needs our and what the options
are. A forum would be the logical next step, perhaps with speakers
representing RUPCO and NYS Department of State. A good contact would
be SHARP, who currently manages Tongore Pines, a retirement community
in Olive.
d. 209 DOT project/sidewalks:
Vin spoke recently with the DOT, he sent them a copy of our
presentation and they are planning to come and meet first with the Town
Officials, and later with the community. They apparently have $2
million to spend on re-working 209 from 213 East to the Community
Center. The road has already been surveyed. Vin will let us know when
this committee should kick in to high gear.
III. Misc. Discussion:
1. Emergency
Services Reorganization: Dan Gagnon has agreed to gather information
for a letter to be drafted to the Town Board to recommend that they
address the following issues regarding the separate Marbletown Fire
Departments and Rescue Squad. There will be more discussion on this
topic next month.
a. Cost increases
b. Quantity and type of calls
2. PR
for potential CDC Members: The CDC will be 6 years old in January. An
article in the BSP was discussed to share with the Community who we
are, how/why we were formed and what weve done.
3. Supervisors
Report: Vin shared details about the Pace Workshop he had just
attended. Spectrum Communities (a large development company) had
presented at the workshop. They collaborate with communities and
showed much interest in the environment. Vin suggested Marbletown hold
a symposium for developers and builders. Andy will contact Spectrum as
well as the Supervisor of East Fishkill.
4. Website:
Discussion was postponed until next month regarding the website. It
was noted that the site is not kept current and is under-used.
IV. Subcommittee Reports:
1. ECC: The 1st draft has been received of the Aquifer Protection Report. A meeting was planned for review of the draft on October 20th. The final report will be placed in the Library and Town Hall. Work on the open space plan begins in January.
2. Historic
Commission: Currently there are no Landmark Preservation Laws on the
Towns books The commission will work on recommending laws to the Town
Board, as well as a comprehensive map of the Historic District.
