Meeting October 23, 2003 at Marbletown Town Hall
In attendance: Carl Pezzino, Brooke Pickering Cole, Lou Cardinale, Amy
Moses, Maggie Cohan, Jenn Cairo, Steve Wood, Andy Lutz, Jim Economos,
Steve McDonald
Barb Dibeler, Dan Gagnon, Bob Mitchell, Mary Ranges.
Guests: Howard Mont, David Alpher, Christy Wikane.
The meeting was called to order at 7:10pm.
I. Guest Presentation: Chamber Arts Festival of Marbletown
A.
Howard Mont and David Alpher presented their proposal to organize an
annual Chamber Music Festival in Marbletown. The first festival will
be held in May 2005. The following details were highlighted:
- The festival will take place over two weeks, May 27th June 6th.
- A non-profit venture, highest level of quality musicians.
- Scale will be fairly small (150-200 attendees?)
- Marbletown Park & other venues were discussed.
B. CDC support: The committee voted unanimously to go on record
in support of the Festival concept as it was outlined.
II. Nominating Committee for CDC Officers:
The
following CDC members will make up the ad hoc committee to nominate a
Chair, Vice-Chair and Secretary: Andy Lutz, Maggie Cohan and Dan
Gagnon.
Brooke will get a list of CDC members and by-laws to Andy asap.
III. Committee Reports
A. Community Participation
1. Forums: Andy reported that the Meet the Candidates night was held with a successful turn-out on Oct. 20th . All did a great job.
The next event will be a Teen Trends Forum on November 12th.
2. Website: Brooke and Steve M. reported:
- The Town website is scheduled to go public around Nov. 1.
Final details are being worked on. CDC members can look at
The site in progress at http://marbletown.virtualtownhall.net.
- The PZC Town Plan subcommittee met 10/15 to finish up the
How to Use Mplan- the Town Plan on-Line intro to the plan
and how to access it and offer input. This should be ready by
Nov. 1. Marketing ideas were discussed.
- Further
discussion revealed some confusion as to the static vs. malleable
character of the Town Plan is public input being solicited on the
content of the plan???? Or is the interactive aspect of the Town Plan
simply the ability to go into subcommittee action areas? Clarification
is needed on this issue.
B. Safety
Lou reported as follows:
1. The Fire Chiefs held a second meeting. Discussion included
Firemans Association, training, centralized fuel tank at the new SR
Firehouse, and possible group purchasing of equipment.
2. A grant has been awarded for two defibrillators. One for
Lomontville, one for High Falls. Lou explained issues pertaining to
responding to medical calls vs. fire calls.
3. The need for more volunteers was discussed. Jenn suggested that the CDC help look at initiatives, ways of offering support.
C. Parks and Recreation
Jim
E. explained that there is no report. He introduced a new member:
Christy Wikane. Carl mentioned Mr. Economos Jr.s excellent
presentation to the TB for the ballpark project.
D. Streetscape: Carl reported based on Tom J.s memo.
Immediate goal is to wrap up grant project.
E. Environment and Water
1. Jenn reported as follows:
- She introduced Barb Dibeler (subcommittee member) and
explained her role in GIS cooperative membership.
A meeting is scheduled for 11/10 on the Aquifer study with Dr.
Beinkafner and the committee.
- There are two new members: Fabia Wargin and Andy Angstrom.
- $550 award from Mohonk Preserve. The subcommittee is
thinking about how to use funds given for an environmental
project. Ideas include: Digitizing important data; a training
workshop or software for Town officials; a speaker on an
environmental issue; a town-wide mailing; filling a Transfer
Station need. All are welcome to e-mail Jenn with more ideas.
- Forum on November 22 at Mohonk on Protecting Fresh Water
Barb will give a presentation on the Marbletown acquifer study.
2. Re-creation of the Environmental Conservation Commission:
Protocol was discussed, and the subcommittee will be the core
of the commission. The subcommittee will look at old bylaws,
member list, funds etc.
- a new member with experience in extractive natural resources
(e.g. forestry, mining) would be appreciated for a balanced
group. Jim E. has an idea and will follow up.
F. Open Space:
Carl reported for Bruce D. and Fabia as follows:
1. Two grants are being pursued: one for market research and one for RV Growers cooperative advertising.

2. A cooperative educational project is in the works with Epworth
Scenic Hudson, RV Growers, Open Space Institute, and more.
G. Economic Development:
Dan reported that the MBA and the Town Board need to meet to discuss the visitor center. The MBA has raised funds.
The MBA will help with the Chamber Music Festival.
H. Arts and Culture:
1. Carl reported for Bruce L. as follows:
- The Art Harvest was a success. Gallery exhibition at SR
Center will be up through November.
- Arts and Crafts sale Dec. 14th to raise scholarship money.
- The MAA website address is: www.marbarts.com
- Question from the MAA re. Holiday Decorations in Town.
Lou will contact Bruce to discuss Fire Dept. role.
2. Bob M. described the Art Harvest Cabaret and explained
benefits of increased emphasis on performing arts.
IV. MISC.
A. Community Calendar:
1. Carl reminded everyone to check with others when scheduling events
in order to avoid conflicts.
2. Website:
Steve M. suggested that the procedure for posting items on the
community calendar should be explained on the calendar/site.
B. Upcoming items of interest:
1. Main Street Institute Training, a free session on revitalizing your
downtown, Monday November 10th in Liberty NY. (845) 794-3000.
3. Ulster County Development Corp. Dinner/discussion on Community
Planning to support Technology Based Business. Tues., November
18th at Hillside Manor. (845) 338-8840.
The next CDC meeting will be Thursday, Nov. 13th at 7pm.
