I. Discussion with Peter Fairweather from Fairweather Consulting (RE: Town wide Survey):
A. We should outline the final report and work backwards to the questionnaire.
B. Ask ourselves what do we want to use the survey for?
C. Be efficient and focus on what we need to know.
D. Is it important how all of our subgroups think (subgroups being seniors, youth, business owners, service providers, etc..)
E. Do
our homework in reviewing information that is out there already such as
the old survey results, census (census.gov), tax information and the
Comprehensive Plan.
F. Peter will provide us a proposal to consult with us.
II. Trails:
A. Glen
Gadaley, Brooke and Jenna met with Doug Cotton of the DOT to discuss
the status of the Grant. It was determined that Legget Road is too
dangerous to be included within the bike route. The DOT stated we
dont need to make a loop, that we can narrow the scope and still
satisfy the transportation function of the grant.
B. March 11th (at Town Hall, 9am.) is the next Trail Subcommittee meeting where the maps will be reviewed.
C. Jenna
will speak with Hurley and New Paltz to survey them about their trail
maintenance programs and will put together a proposal for our Town
Board to review.
D. It
was agreed that we do not need to go to the DOT for permission for a
Crosswalk at the trail crossing at Legget Road. It is a Town Road.
E. Dave
Shelley will complete the Survey of the Legget to 213 Trail when the
snow melts this spring. It was questioned if an Environmental Impact
Survey should be completed to understand the impact of widening this
portion of the trail.
III. Streetscape:
A. Anne will coordinate a streetscape coordination meeting.
B. Vin
reported that the DOT pushed the 209-streetscape project to 2009.
Their priority has moved to repair and maintenance of paved roads, in
lieu of new construction.
C. The traffic light is still active on the list.
D. There is a preliminary green light on the 250K grant for the 209 corridor planning work.
IV. Arts Association:
A. The next quarterly meeting will take place the 1st week in April at the Northern Spy.
B. The new Arts Association Board, Anne tells us, is terrific.
V. Town Survey
A. Maggie will try and get copies of the 97 survey on a disk for our use.
B. Andy
will meet with a professor at SUNY Albany regarding their helping us on
the Survey. A report will be given at the next meeting.
VI. ECC:
A. There
is an ongoing space inventory with the Conway School. By April, Conway
is to assimilate the information. The next step is an open space plan.
B. The ECC received the final Aquifer Plan.
VII. General CDC/Town news:
A. Randall Arrant is coming back on April 14th to meet with Builders and Developers regarding town/open space planning.
B. Brooke and Vin will be non-voting members and will remain on the CDC.
C. The
Gill farm property from Shady Lane to Troopers Barracks will be
developed for housing using a Conservation Based deign. Marbletown is
on the Radar Screen to National Developers.
D. We
need to foster some press releases about the CDC. Lou will contact
Lori of the bluestone press to get a reporter back to the meetings.
Vin noted we could put a CDC article in the Supervisors letter to go
out May 1st to all Town residents. Perhaps the Bluestone can interview Carl and we can combine it with a call for new members.
